Is it necessary to turn off the water at the spigot then empty a garden hose after each use?
We’d once heard that, if the water isn’t turned off and the hose emptied, the water pressure would eventually damage the hose. We use a high quality, thick-walled hose.
(Of course we empty the hose if frost is expected, and store the hose indoors over winter.)

The extra water can make the inside start to rot. Is it worth the effort? Depends. It would probably take 5 or 10 years to ruin a hose if that is the only stress. And hoses can be bought for 15-50 dollars… I never bother. One wears out, I just replace it.
it makes the hose last longer.
If the hose should happen to split, you’ll wake up to a fairly good sized pond in your yard.
NO. JUST TURN OFF SPIGOT THEN RELEASE PRESSURE AT NOZZLE.
Yes, you should to increase the hose life and to prevent hose clogging by algae growth.
Not sure I know what you are asking…IT is NOT necessary to drain a hose after use. IF you have a sprayer on the end and turn the water off at the hose end (sprayer end), turn the water off at the faucet when you are finished…do not leave water pressure on hose unattended. Good luck
I would turn off the water and release the pressure in the hose for the simple reason that if the hose does burst, you would have a stream of water and if not attended to, a flood plus the constant pressure on the hose would eventually break the hose
